Step #1 - Deck Height:

Building Inspections - Permits and Problems

Things to Know

1. The General Contractor or the person that the Building Permit was issued to must make all inspection requests.
2. Building Permit Cards must be posted and building plans must be available at the jobsite or the inspection will not be performed and a penalty can be charged.
3. Permit Fees are based on the valuation of project defined as labor, materials, plus profit
4. If the project is large enough a plan review will have to be completed by the building inspector

Who are They

The BDI inspects approves and issues all permits required by code for new construction and for repairs and additions to all public and private buildings. They assure safe building standards for the general safety and welfare of us all. When Do I Need a Building Permit Building permits are required when any structural change or major alteration is made or for new construction. Normal maintenance doesnt need a building permit.

Here are some common examples, although this list is not complete:
1. New structures
2. Enlargement of existing rooms
3. Porches, decks, and retaining walls
4. Anything involving structural beams, joist replacement or bearing support
5. Foundations and footing repair, underpinning or shoring up of a structure
6. The conversion of basement or attic space to living quarters
7. All new fences except the replacement of existing fences
8. An entire new roof, when roof work is not replacement of like material

When Don't I need a Building Permit

Here are some common examples, although this list is not complete:
1. Ordinary repairs to residential buildings and structures, there could be height restriction here.
2. Plaster patching, exterior and interior painting, floor sanding and refinishing, floor tile, carpeting, replacement of flooring
3. Repair or replacement of gutters and downspouts
4. Replacement or repair of exterior doors and non-fire rated interior doors whenever no modification is made to the opening
5. Wall paneling applied directly to wall surfaces; acoustical ceiling tile applied directly to ceiling surfaces;
6. Installation of battery-operated smoke detectors
7. Replacement of existing fencing, same height, material and location in the rear or side yards
8. Non-dish radio or television antennae

The BDI will focus on all common areas unless there is a specific complaint. In that case they can go anywheres in a building. They do not need an owners permission to enter a unit, but they do need the tenants permission to enter an apartment. They will look at all common areas to sleuth out dangerous or hazardous code violations or egress issues. They are essentially interested in safety issues and will look especially for fire extinguishers, doors, lighting, stairs, doors and smoke detectors. If there are any violations of code they will issue a "notice of violation" or NOV.

What They Do: They will inspect a property for three reasons:

1. Law requires general inspections to uncover and correct safety issues and code requirements. These inspections are mandated periodically.
2. Someone has complained
3. To review new construction work for safety and code violations.

The Dreaded "Task Force Inspection"

If a building is a nuisance and gets repeated complaints then the city can call in many or all the agencies and create a task force to inspect the building. The agencies involved can include fire, health, police, and the D.A. The task force is only formed for the worst offenders, generally drug dens or health hazards.

Construction Inspections

The inspector is looking to see that the work is up to code and does not exceed the scope of the permit. Very often, construction will take place and other issues come up. If they exceed the parameters of the work approved they can deny approval of the work. Now you have to come into compliance and that can mean a bureaucratic snafu or worse. A citation or NOV (Notice of Violation) is issued and you will need to apply for another permit to fix the problem to come up to code. When the work is completed according to the demands of the BDI, you will need another inspection to get cleared. If you still have problems with getting the work approved you have a few alternatives

Fighting the BDI

1. Know the code: You will need to prove the condition cited is legal
2. Get all the permit plans the DBI has and try to make a case that the condition is historical
3. If its an older building it may be grandfathered
4. Talk to the senior inspector and make an informed case
5. Talk to a real estate attorney or engineer

The Hearing

This is your last effort to right a wrong. You can have your attorney or property manager or possibly a structural engineer make your case. This is your last ditch effort to allow a condition to remain in place. Obviously, you dont get to this unless there is a lot of money at stake.

The process for changing a security or access code differs from one garage door opener to another. As a general rule, you just need to hold the transmitter close to the openers box and push a certain transmitter button for thirty seconds (consult your manufacturers manual to find out what button to hold down). Most openers that are new models are equipped with a rolling code that changes automatically once the transmitter is used.

Your garage door goes halfway down and back up when you try to close it. In this case, you might y be using a garage door that has a safety sensor system that detects if there is any obstruction to the door coming down and tells the machine to pull the door back up. Your door automatically opens up again when it senses any obstruction a bucket or broom, maybe. Just remove the obstruction and your door should again work perfectly.

This problem may also happen if your sensors lenses are dirty, dusty or has a condensation built up (sometimes spiders web). The system will think that something is in the way, causing the door not to close. Keep the lenses clean.

Nothing happens when you press the transmitter. If you suspect that your transmitter is not working, you may want to change the battery or look for the power source to see if it is working. If this does not fix it, your transmitter might be damaged and needs to be replaced. Call the service company.

Worthwhile Home Improvements

While most homes require minimal improvements, you will be much better off if you make the types of changes that are worth the extra investment.

Though there are no guarantees that any sort of home improvement will allow you to list your home at a higher price, some home renovations are much more worthwhile than others. While several people may decide to knock down walls and purchase designer cabinetry, others may find that basic changes are quite important. The three repairs that tend to result in a larger return include floors, roofs, and kitchens.

Let's begin with your floor. What does your floor look like? If you have wall to wall carpeting, is it in good shape? If your floors consist of hard wood, is it polished? Make sure that carpets are stain free and that wood shines brightly. However, if your floors have seen better days, it may be timABDe to replace them. Though carpet tends to be cheaper than wood, wood often sells much better. Many buyers love the look of hardwood floors throughout a home, and while you are in the selling process you can always place throw rugs on top of your wooden floors to protect them. Aside from carpet and wood, you may consider ceramic floors for some of the rooms in your home... just make sure that your tiles are not chipped, cracked, or loose. Next, turn your attention to your roof.

Believe it or not, prospective buyers will always ask about your roof. When was it last fixed? When was your roof installed? Have you had any problems with your roof? Are there any loose shingles? A new roof can be a great selling point, and this home improvement should never be overlooked. You know it (and buyers know it) - roofs are expensive to replace. Still, if your roof is in desperate need of attention, find the money and replace it. Buyers will certainly walk away from a roof that needs to be renovated. Lastly, look to the one room in the house that everyone loves to spend time in ... the kitchen.

When you think of an ideal kitchen, what sort of image comes to mind? Though your picture perfect kitchen may come with marble countertops and gleaming cabinets, it definitely does not come with chipped counters and broken down appliances. Spend a few moments staring at your existing kitchen, and decide if your counter, backsplash, cabinets, and appliances are in good shape. If not, begin repairing your kitchen, and start with the countertops. You don't have to replace an entire kitchen, just make sure that everything appears to be new and clean.

Sanding Hardwood Floors

There are certain hardwoods that are vulnerable to weather and climate changes. Some woods contract or shorten when it is hot. Others expand when there is moisture. When this happens, the floor becomes uneven. If left unchecked, it could ruin the look of the room and even become hazardous enough to cause accidents.

You do not have to take out the planks and replace them. The more practical solution is to sand them. Sanding your floor is a project that needs your dedication and time, whether you do it yourself or hire a contractor for it.

Sanding It All Away

For the initial sanding, you will need to use the coarsest sandpaper- the 20 grit. There is a sanding machine that you can use to make the whole ordeal easier and faster.

For efficiency, you will need to sand the floor at a 45 degree angle to the grain. It may take several rounds before the surface evens. It really depends on the precision of the tongue-and-grove milling of the hardwood.

Another technique is pushing and pulling the sander as it moves. The pressure is strong as it moves forward. You will need to lift the sander at an angle and apply pressure as it moves back. Continue this method until the diagonal scratches are not visible anymore. You must be careful that the traces of the sandpaper are eliminated. The slightest pattern will show after you apply a coating.

The process may take a long time. Be prepared to change the sandpaper form time to time. Stock up on 20, 36, 60, 80, and 100 grit sandpaper. For wood that is coated with aluminum oxide, use a commercially available softening solution before sanding. It may be hard to sand if you do not do this. Sandpaper also contains aluminum oxide so scratching the two surfaces against each other will take more force.

Log Homes And Timber Frame Homes

Log Homes and Timber Frame Homes may have the lowest carbon footprint of any other type of construction. A carbon footprint is the measurement of carbon dioxide released as a result of using a particular product or other human activity. Carbon dioxide is the main greenhouse gas released into the atmosphere and major contributor to global warming.

A report prepared by the Edinburgh Center for Carbon Management (ECCM) compared the carbon dioxide footprints of three structures and the benefits when more timber was introduced into the construction. The results were astounding. ECCM estimated that there could be up to an 88% reduction of greenhouse gases by using log or timber structural elements wherever possible rather than other conventional building materials. The reduction of greenhouse gases was achieved by replacing materials high energy, high CO2 production values, such as steel and concrete, with solid wood. The report states that the production of steel and concrete materials accounts for 10% of the total global emissions of greenhouse gases. These materials have a high CO2 output created du100Aring the extraction of raw materials, refining, processing and manufacturing of the finished product. As reported in a study published by the Royal Australian Institute of Architects, the energy consumed to process a tree into a finished sawn timber is about one-tenth of steel production.

In another report prepared by The Consortium for Research on Renewable Industrial Materials (CORRIM) compared four different structure using different wall systems - two woods, one concrete and one steel. The report found that the steel wall system generated 33% more greenhouses gases than wood and the concrete wall generated 80% more greenhouse gases than wood. The study also reported that the wood structures out-performed the steel and concrete houses in energy use and the impact on air and water quality.

Wood walls are typically framed or solid. Conventionally framed walls use a combination a several materials including processed wood products such as plywood or other laminated wood products, fiberglass insulation, exterior siding, interior sheetrock and some type of wall covering. Solid wood walls using logs or timbers have basically one product - the log or timber. The energy consumed and the CO2 produced in the production of logs and timbers is a fraction compared to the production of all the various materials in a conventionally framed wall.

Consumers are much more aware the environmental impact of using different materials and are being increasing sensitive to the hazards of exposure to chemically processed materials. Logs and timbers are 100% natural. As a natural product, they do not emit VOCs or other pollutants into the outdoor or indoor space. Trees are produced from soil, water and air combined with the energy from the sun, in a miraculous process of photosynthesis. Ecologically and environmentally, solid wood is the only building product that is renewable, biodegradable, recyclable, energy efficient and extremely beautiful.

Sustained and plantation forest growth actually reduces greenhouse gases by consuming CO2 out of the atmosphere while the trees are growing. Political pressure to reduce carbon dioxide emissions, such as the Kyoto Protocol, is sure to continue and it will become increasingly important to find solution. The use of solid wood construction such as log homes and timber homes can make a positive contribution.

How To Wash Vinyl And Aluminum Siding

While it's not something you'll want to do too frequently (it's a fairly big job!), there are times when you will need to bite the bullet and wash your house. It does not have to be a "back-breaker" job if you pace yourself and follow a few handy tips.

Over time vinyl and aluminum siding develops mildew, oxidation or other soiling, which detracts considerably from the original crispness and freshness of new siding. Aluminum siding becomes dull; vinyl siding shows mildew spots; both get soiled from the elements.

You can restore some of the original beauty without actually breaking your back! And, depending on the size and style of your house, you might even be able to do it without climbing a ladder (ranch style houses, anyway).

The process is actually quite simple, though it takes a bit of muscle, so prepare yourself for several hours of fairly strenuous work. Plan to rest whenever you need to. Carry or have close-at-hand plenty of drinking water (drinking from the hose is not recommended). Also, work in shade whenever possible, take your time, move smoothly and methodically. Most of all, don't let the job overwhelm you! In fact, you might want to consider scheduling such a job over a two day per16D0iod to make the whole experience comfortable and more rewarding.

Instructions:

Procure a box (or carton) of TSP powder (Trisodium Phosphate) at your local hardware store or home center.
Procure a telescoping brush kit (also available at most home centers). You might want to consider the kind that attaches to your garden hose for this type of cleaning, although it isn't entirely necessary.
Read and follow all manufacturers' labels and instructions for any precautions and/or personal protective equipment recommended.
Procure recommended personal protective equipment (gloves, goggles, etc.)
Read and follow manufacturer's label instructions for mixing the TSP powder with water (for cleaning), in a bucket large enough to accept your brush-head.
If your house is a ranch style, you might not need a ladder, depending on the lay of the land around the building. If it is not a ranch, you most likely will need a ladder. Be sure to follow all recommended ladder safety guidelines (see "notes" below for related link).
From the ground and/or ladder, hose a section of the house down to rinse off surface dust, pollen, etc.

Once an area is wet, dip your brush head in the TSP/water solution and brush the siding...starting as high as you can reach with the telescoping brush. Start by working an area about 20 feet wide and work the entire height of the siding for that width if you can.

As you learn the process, you may choose to increase your working area; just try to avoid too large an area, as the cleaning solution may dry before rinsing, which can create streaks or may require repeat brushing.

Working from top to bottom, thoroughly brush the area you're working on, Use both horizontal (side-to-side) and vertical (up-and-down) motions, to ensure thoroughness.

Once you've brushed thoroughly, rinse with clean water.

Repeat this process for the entire house.

NOTES:

Always read and follow label instructions for safe handling and working with chemical products. If in doubt about a product's 'exposure' safety, request an MSDS (Material Safety Data Sheet) from the supplier.

Also, always practice safe ladder-use.

The first thing to remember is that tools can be dangerous and should not be thrown at one another. We did not actually throw any tools at each other. So each time you begin a run, check to see how it will end and adjust the starting plank by trimming the starting end that butts up to the wall appropriately.

If you will be laying laminate in more than one room, as we did, and these rooms connect, give some thought to how you will want the transition to look. There are threshold pieces that allow you to stop and start up again in a new room as long as the pattern is not definite. We had to blend everything together and I have to tell you that going around corners gave us fits. You have never heard so much cursing. If you ha5B4ve to go around corners, have lots of paper handy. Large sheets are best. Make templates. A good rule of thumb for the whole project is to measure twice and cut once. Even so a lot of exasperated groaning will occur. Do save the pieces you cut incorrectly, you may be able to use them later. Do not try to work on your floor after you have put in a long day at your paying job. That is when we made the most errors. But we did not have much choice about it because our days off did not have much in common.

Once you have figured out how you want it to look (remember to maintain some flexibility on this issue), it is time to take a really good look at your floor. If your house is built on a concrete foundation, most likely your floor is nice and level. Sing Hallelujah. Ours was not. Our house is built on a raised foundation and there was a sizable drop off from the kitchen to the dining area, from the kitchen to the nook and a good dip in the living room. These had to be leveled before we could begin putting down the flooring. Pray that your floor is level.

There are a number of products made just for this purpose. They are supposed to be self leveling. Right. It is not always good to follow the directions. But this is my natural tendency. As my husband finally figured out, it is better if the leveling compound is thinner than recommended than the other way around. My penance was to do a lot of sanding. Drywall sanding sheet5B4s worked best for me. Avoid this step if you possibly can. Believe me, if your floor is not level, it is best to just live with no carpeting or whatever for a while than to begin and figure that you will level it as you go along. That dip in the living room that I mentioned, well, it was very late one night and we just wanted to finish the living room. We went right over the dip without thinking. Luckily, laminate flooring is somewhat flexible and the dip is not too extreme. But do not believe it when the salesperson tells you how flexible it is, its not as flexible as they say. We try not to walk over that spot too much.

If you do not have a nice big truck, have the flooring delivered. Do not try to get it home in your Jeep Cherokee, especially if the store is more than a few minutes from your home and you have to make several trips. That was so not fun. Buy more flooring than you will need to cover all your floors. The exact amount extra you will need depends on how many mistakes you will make and how strong a pattern you are working with. The more definite the pattern, the more extra you will need. Luckily for us, the new batch that we had to order matched the old batch nicely enough.

There are a number of special tools the salesperson will want to sell to you. Buy them. That way you will not have to go back later and get them anyway. We used a circular saw to do the simple trims on the planks. Buy several replacement 5B4blades ahead of time. Laminate flooring is really tough and just eats up your blades. For the fancy cuts around corners and such we used one of those rotating plunge cutters/saws. My husband could tell you the name of it. I love my jewelry making tools and can name them all. That I can not name all other tools appropriately is not a defect on my part.

We sacrificed our garage for a time and parked our cars outside. We set up the garage as our workshop. That meant we did not have to bring all our tools in from outside each time we stopped working on the floor. You do not want to cut the flooring indoors. The dust that is created is phenomenal. Be sure to close the door from your house to your garage before you start cutting. Even then, you will have to wipe down your walls afterwards. Cover your furniture with drop cloths. I really wish someone had told us that.

We also made a cutting table from a large piece of plywood and saw horses. Make sure the horses are stable and level. Temporarily attach the plywood to the horses with screws. On one long side of the table, screw down two 2x4s parallel to each other along the full length about five inches apart. This makes the long cuts along the length of the planks easier. Wear eye and hearing protection while cutting. Seriously.

For the rest of it, just follow the directions (especially the one about the spacing between walls and flooring. Oh yeah.). And yes, I know what I3DC said about directions earlier. We love our laminate floor. We are glad that we did it. You will be too.
